It seems to come from the bureau, and the tagline is "Start with Trust"

The Better Business Bureau is warning of an email scam using the bureau’s name and a fake email address. The tagline is “Start with Trust” and there appears to be a link to www.bbb.org.

This is a scam. The BBB is warning companies to not open any attachments or click on any links, and to delete the email from your inbox and from your trash. The bureau is also asking that scam emails be forwarded to phishing@council.bbb.org.
